This LEAD AIRFIELD OPERATIONS SPECIALIST is located in a Type 1 ARNG Army airfield and is part of the CA JFHQ SAO.
THIS IS A T5 EXCEPTED SERVICE, TEMPORARY POSITION Selectee may be non-competitively promoted permanently if/when funding becomes available or position becomes unencumbered. Selectee may be non-competitively extended up to 5 years if/when funding becomes available or position becomes unencumbered.
The primary purpose of the LEAD AIRFIELD OPERATIONS SPECIALIST, GS-2150-11, is to coordinate and maintain liaison with military, federal, and local agencies concerning airspace utilization, flying operations, aircraft emergencies, search and rescue operations, and natural disasters in a Type 1 ARNG Army airfield. Provides direct support to unit and other military and civilian aircrews, during scheduled and unscheduled flying and ground activities.
Provides aircrews with information and assistance, necessary for planning and conducting safe flight operations. Coordinates with community activities and tenant units to resolve conflicts or issues that surface. Assists in the review of reports, airfield policies, and aviation operations, alerting Airfield Operations Officer to inconsistencies and potential airfield operational issues.
Assists the Airfield Operations Officer in the research and evaluation of airfield data, specific to airfield facilities, construction plans for the airfield, and changes/modifications to airfield construction projects and/or priority adjustments.
Articulate and communicate to the team the assignment, project, problem to be solved, and deadlines and time frames for completion; Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; provide training; monitor and report on status and progress of work; prepare reports and maintain records of work accomplishments and administrative information.
Provides detailed assistance to student pilots and pilots of private, foreign, and contract aircraft in planning route of flight, preparation of flight plans/flight computations, and obtaining a clearance to fly in controlled airspace. Recommends alternate routes or other flight plan changes, as required. Provides aircrew advisory services, as well as pilot-to-dispatch advisory service through UHF, VHF, and FM radios. Initiates overdue aircraft actions.
Initiates overdue aircraft actions. Activates airfield emergency response notification systems for aircraft incidents, accidents, weather warnings, and other emergencies. Arranges for air or ground ambulance, fire trucks, rescue personnel, and other assistance, as required. Acts as crash control until relieved by higher authority. Provides publications and navigational charts, regulations and blank forms for aircrew use.
Posts and maintains flight information publications (FLIPs), used for flight planning purposes, and ensures that such publications are current. Utilizes automated systems to originate, transmit, file, and maintain NOTAMS, with respect to the operation of the facility; maintains file of all other NOTAMS received and originated by other facilities. Posts special airfield notices in flight planning areas to ensure that aviators are aware of all local hazards.
Maintains an adequate supply of flight plans, manifests, standard instrument departure forms, flight planning cards, etc. Maintains a daily log for dispatch section activities and prepares necessary reports.
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military.
In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Substitution of Education for Specialized Experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
