This position is located in the Department of War (DoW), Office of the Secretary of War (OSW), Office of the Director of Administration and Management, Organization and Management Policy Directorate, Manpower Management Office (MMO). The MMO directs policies and processes for Total Force Management programs across OSD, Defense Agencies, and DoD Field Activities, overseeing manpower requirements, managing research, and analyzing data to shape force management.
Incumbent typical work assignments may include the following: Provides expert advice and recommendations to senior leadership on the priorities, risks, and programming of the Total Force Management (TFM) resource profile to shape Department-wide force structures. Performs complex qualitative and quantitative analyses on sensitive, high-impact TFM issues, evaluating the feasibility, effectiveness, and cost implications of alternative courses of action.
Leads and directs cross-organizational working groups and teams tasked with evaluating organizational structures, functional realignments, and management policy reforms. Interfaces and negotiates directly with senior officials across the Department of War, Military Departments, the Joint Staff, and other Executive Branch agencies to resolve controversial organizational and resource allocation issues.
Prepares and delivers high-level briefings, reports, and analytical materials to defend agency programs and support testimony before senior leaders, the Executive Branch, and Congress.
