Job Summary

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Key Responsibilities

This position is in the Intelligence Services Bureau (ISB), Office of the Assistant Chief of Police for Protective and Intelligence Operations, United States Capitol Police.

The incumbent serves as a Management Analyst responsible for planning and conducting complex management studies, organizational assessments, business-process analyses, program and project reviews, strategic planning, and related analytical assignments designed to improve the efficiency and effectiveness of ISB.

Coordinates with stakeholders, gathers and validates information, identifies problems and trends, develops findings, and prepares reports, briefings, process documentation, and recommendations for review.

Independently completes substantial portions of management studies, project reviews, process analyses, and data-reporting assignments; coordinates with stakeholders; develops findings and recommendations; and prepares reports, decision memoranda, briefings, process documentation, and related products.

Applies expert knowledge of management principles, organizational practices, project-management methods, and qualitative and quantitative analytical techniques to evaluate policies, procedures, workflows, management systems, and operating practices. Identifies significant organizational or operational problems, evaluates alternative courses of action, and develops recommendations to improve program performance, resource utilization, internal controls, and service delivery.

Leads or participates in cross-functional projects and organizational improvement initiatives involving ISB, Department components, process owners, subject-matter experts, contractors, and other stakeholders. Serves as an advisor to management and prepares comprehensive reports, decision memoranda, briefings, implementation plans, standard operating procedures, and other analytical products used to support management decisions.

Supports administrative processes related to timekeeping, office space, supplies, equipment, inventory management, records management, emergency management and ISB security access as part of the ISB Front Office.
