Job Summary

This position is located within the Aviation Safety, Flight Standards Service, Foundational Business, Mission Services Division, Local Services Branch (AFB-150). The position reports to the AFB-150 Branch manager.

Key Responsibilities

Performs multiple, varying, and complex administrative assignments under the minimal direction of a manager. Applies experience and comprehensive knowledge of internal policy, administrative programs, services, and FAA's policies and objectives to identify, define, and organize resources for the program(s) supported. Assignments require working and collaborating across LOBs, functional and/or organization lines.

Provides analytical support to leadership and applies experience and comprehensive analysis of current SOPs and guidance for the administrative processes and workflow for the Flight Standards Service.

Manages content oversight of the Flight Standards Administrative Manual (FSAM), which includes program management and oversight and internal and external data validation and information gathering, to ensure accurate information is provided and available on an ongoing, uninterrupted basis.

Coordinates and responds to changes, including policy and process updates, this also requires constant solicitation of new information to ensure the content is maintained in real-time, and provided to stakeholders in a meaningful way. Resolves issues and problems related to conflicting and outdated guidance and/or policy and recommends solutions to complex problems related to providing service level policy and guidance.

Acts as liaison between policy offices and the Service, ensuring source guidance is procured, interpreted and maintained when coordinating complex assignments such as updating the FSAM and when providing guidance to managerial stakeholders and their representatives. Research policies, processes, regulations, related to the administrative guidance prescribed in the FSAM and ensures submitted content is qualified, validated and appropriately curated into the FSAM.

Leads standardizing of processes across the Service, providing advice, solutions, and best practices. Supports stakeholders with tasks related to compliance, generating program documents, and monitoring progress status. Composes, prepares, proofreads, and/or edits a wide variety of paperwork including that of a confidential, complex, and/or technical nature. Collects and compiles statistical data and develops reports for management.

Independently plans time and makes optimal use of resources to complete activities within established schedules. Utilizes complex databases to solicit necessary information for analysis. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents. Resolves most problems and work issues without the assistance of a manager, project/program manager.

Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

Work activities typically impact directly on the objectives or one or more organizational units, major subdivisions, and/or LOB/SOs, and often affect internal and external customers.

Other assignments include, but are not limited to, providing assistance and support to develop procedures for establishing, operating, and assessing the effectiveness of administrative and/or operational procedures and control systems, as well as collecting, extracting, compiling, and recording data/information, conducting research, identifying problems, and supporting day-to-day operations. Conducts research and analysis to ensure compliance with policies.

Identifies complex problems and recommends improvements to systems and processes. Performs other duties as assigned.
