The Under Secretary of War for Research and Engineering (USW(R&E)) serves as the primary advisor to the Department of War (DoW) leadership on all matters pertaining to the Department's Research and Engineering (R&E) enterprise, technology development and transition, developmental prototyping, experimentation, and administration of testing ranges and activities.
Incumbent typical work assignments may include the following: Serves as Office of the Assistant Secretary of War for Science and Technology (OASW(S&T)) senior Foreign Disclosure Officer. Oversees, implements, and provides the strategic vision for R&E'spolicy, guidance, and capabilities in support of respective Department leads (OUSW(A&S) for technology security/foreign disclosure and OUSW(I&S) for information security.
Identifies R&E relevant strategic gaps in technology security, to include technology release and foreign disclosure, and in the protection of controlled information throughout the technology and acquisition lifecycle.
Prepares, coordinates, and disseminates key administration policies and implementing documentation related to technology security and controlled information protection, working closely and independently with key personnel in the Office of the Deputy Assistant Secretary of War (DASW) Science and Technology Program Protection (S&T PP), OASW(S&T), the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)), and other Department organizations to ensure consistent application of technology release and protection measures.
Maintains effective liaison with DoW Components, other government agencies, industry, and international technical groups, and provides R&E representation to working groups involved with technology release and foreign disclosure. Provides recommendations on research and development needs based on systematic findings to improve technology security processes and controlled information management and dissemination systems.
