This position is within the Program Management Team under the Veterans Transportation Program (VTP) Office under Veterans Health Administration (VHA) Member Services (MS) and reports directly to the Supervisor of the Program Management Team who reports to the Deputy Director of VTP.
Primary agent administering activities that will ensure systems, education and training, and quality assurance, and risk management activities are in place. Consults on identification, development, implementation, oversight, management, support initiatives for complex controversial programs. Executes critical multi-disciplinary activities that impact the end-to-end delivery of the Veterans Transportation Programs outcomes.
Works with Veterans Transportations Program and Member Services Leadership to identify, assess and respond to risks, and where appropriate, design and implement standardized internal controls. Serves as primary POC for user questions, inquiries and use of Veterans Transportation Program guidance systems. Train the Trainer activities for the user community during program implementation and follow-on day to day operations.
Provides answers to questions concerning regulations of the Veterans Transportation Program. Answers questions concerning Beneficiary Travel Self Service System (BTSSS), Electronic Claims Adjudication and Management System (eCAMS), VetRide and any subsequent Veterans Transportation Program enterprise wide information technology transformational systems. Provides subject matter expert for use of ride share software systems.
Serves as the primary compliance agent for field implementation of policy. Considers all aspects of new or established programs, including statutes, polices, objectives, workload models, resource estimates and utilization, issues, constraints, impacts and concerns related to other organizational components. Analyzes, and evaluates problems which impact operations or management activities and recommends solutions to correct the situation.
Analyzes special reports and statistical compilations to arrive at an accurate estimate of the precise nature or root cause, and exact scope of the matter/issue being reviewed. Determines the nature and extent of deviations and whether they result in the impairment of internal controls, inefficient use of resources, and impact to reviewed entities.
Provides guidance and support to all medical centers and VISN's as needed to achieve improved results in transportation programs, access to care, and patient outcomes. Establishes designated points of contact for VTP who will provide clear communication lines between VISN's, medical centers, and VTP initiatives at the enterprise level. Consults with staff and managers to identify opportunities for quality improvement.
Assists staff to develop and implement quality management programs. Employs fact-finding and investigative techniques to gather answers to questions from field operations. Work Schedule: Monday - Friday, 8AM to 4:30PM Telework: This position may be authorized for Ad-hoc telework. Virtual: This position may be authorized for Virtual Work.
Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption.
Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
