Job Summary

This position is assigned to U.S. Naval Support Facility, Diego Garcia. Incumbent oversees and administers Morale, Welfare and Recreation (MWR) services; including dining, retail sales, entertainment, recreation, sports, and physical fitness programs. The incumbent serves as the Funds Custodian, who controls and expends the funds for the MWR Programs. ***ACCESS TO MEDICAL AND DENTAL CARE IN DIEGO GARCIA IS EXTREMELY LIMITED. Key Responsibilities

Duties include but are not limited to: Develops management plans and directives concerning planning, scheduling and coordinating all major food & beverage, leisure, recreational, resale activities, administration, operation, and utilization of Non-Appropriated Fund Instrumentality (NAFI) assets and facilities associated with the installation which include the following major divisions: Food & Beverage Division, Recreation Service Division, Picnic & Recreation Areas, Resale & Programs Division, and MWR Support Services Division.

Performs and directs periodic or scheduled surveys, audits, reviews, and inspections to determine overall MWR operational conditions and requirements.

Evaluates overall MWR management objectives, identifies most economical and efficient management practices and prepares directives, guides, and other procedural releases for application by lower grade management personnel and contractors in the administrative control and implementation of current and additional food & beverage, recreational activities and lodging services.

Acts as overall area coordinator for all Department of War (DoW)/United Service Organizations entertainment groups and off island entertainment performing or transiting Diego Garcia.

Maintains direct contact with the Entertainment Coordinator, Armed Forces Professional Entertainment Office, and monitors and ensures appropriate hospitality support (e.g., local air/ground transportation, billeting, feeding, relaxation between performances or flight schedules and other technical requirements). Provides leadership and serves as the NAVSUPPFAC representative and spokesperson for MWR management.

Serves as a member of the various installation club and recreation advisory groups. Attends conferences to acquire and present information concerning trends and techniques in food & beverage, recreation operations.

Develops guidelines, procedures and instructions, within the framework of Navy policies, governing the management functions related to providing required food & beverage, recreational services, and maintenance and repair of MWR and facilities or related equipment, cost reporting, and other major activities.

Advises and makes recommendations for major renovations, acquisition of new facilities and equipment, and new approaches in the key areas of procurement, financial management, organization and staffing. Functions as Senior Performance Assessment Reviewer (SPAR) for the BOS Contract for MWR operations. Serves as the Non-Appropriated Fund (NAF) Contracting Liaison Officer for the department and ensures satisfactory completion of contract specifications.

Develops a Quality Assurance Plan that enables monitoring of the BOS Contractor's compliance for the effective operation of MWR and programs. Ensures in coordination with Public Works, Diego Garcia that the Navy's interests are protected and that established standards of conduct are rigorously enforced to eliminate potential problems that could bring discredit to the Navy.

Directs work to be accomplished for up to eight (8) civilians including Offshore Philippines General Schedule Employees (OG) to include (1) OG-11 (GSE11), (1) OG10 (GSE10), (2) OG09 (GSE09), (3) OG08 (GSE08) and (1) OG07 (GS07) equivalent in positions in the areas of Recreation, Finance, Accounting, Budget/Audit, Contracts/Procurement/Purchasing, Payroll, Personnel, Administrative/Clerical, Data Processing, and Performance Assessment Representatives.

Monitors and evaluates the following key BOS Contractor Managers: MWR Director, Clubs Manager, Recreation Services Manager, Marina Manager and Resource Manager plus approximately 150 personnel performing MWR functions under the contract. Exercises full authority for organizational staffing decisions, including selecting candidates for vacancies, directing promotions, and approving reassignments or organizational restructures.

Identifies staff training and developmental needs, ensuring personnel receive the necessary technical and professional training to maintain high-quality program delivery. Promotes employee relations by resolving informal complaints, mediating grievances, addressing potential disciplinary or performance issues in a timely manner, and executing appropriate corrective actions as necessary.
