This position develops, analyzes, and coordinates A&S positions across the portfolio to align with strategic goals and Congressional mandates. The incumbent leads oversight to mitigate programmatic risks, such as unrealistic cost estimates, technical hurdles, and industrial base shortfalls. Additionally, the role integrates across the Department to provide assessments, support PPBE, and resolve emerging issues.

This position is being filled using Direct Hire Authority (DHA) authorized under the Department of War Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) for position in the Business and Technical Management Professional Career Path (NH). Incumbents typical work assignments may include the following: Leads the oversight of the assigned portfolio (Airlift, Tanker, and NC3) and identifies issues or potential issues, to include development of recommendations to address identified issues.
Potential issues include unrealistic cost and schedule estimates; inadequate understanding and management of technical risk, unsound management practices, inappropriate acquisition strategies; immature technology and inadequate industrial base capabilities. Supports DoW's strategic reviews as directed with analysis of assigned mission capability portfolios with emphasis on mission capability gaps.
This includes making critical recommendations on tradeoffs among programs within mission portfolios to buy the right things and balance the budget across Services and warfighting domains.
Provides advice and staff support to the USW(A&S), ASW(A) and their teams with respect to operational analysis and mission gaps translated back to platform and weapon deficiencies, Science and Technology solution insertion points and concepts of employment, and Research and Development requirements for the future solution space and "to-be" systems architecture across appropriate mission areas.
Develops and evaluates acquisition strategies, acquisition program baselines, analyses, risk reduction plans, international cooperation plans, and other applicable documentation for assigned major programs. Monitors the Services' compliance with and execution of Secretary of War, USW(A&S), or ASW(A) guidance and direction relating to assigned programs and activities.
The incumbent shall guide the Services in understanding and complying with guidance and direction, exercising tact and understanding of organizational constraints. Where necessary, he/she shall formulate recommendations for further management action to ensure compliance or for modifications in cases where the guidance of direction has become infeasible or undesirable.
Prepares and reviews correspondence and requests concerning assigned programs and activities directed to the SecWar the USW(A&S), the ASW(A), other agencies, the Office of the President, Legislative Branch offices, foreign governments or agencies, international organizations or private organizations or individuals.
Prepares Acquisition Decision Memoranda, Overarching Integrated Product Teams (OIPT) reports, timely replies or action recommendations and other executive correspondence. Prepares and delivers program update briefings and coordinates program documentation.
