This position is in the Total Force Manpower Management and Policy (TFM) portfolio under OXD's Resource Program Integration Directorate, supporting the Under Secretary of War for Personnel and Readiness. TFM oversees manpower requirements, force mix, research, and budget reviews while presenting DoW manpower data to leadership, OMB, and Congress. You will help develop policies, programs, and processes addressing Department manpower needs and challenges.
Incumbent typical work assignments may include the following: Provides expert advice as a senior subject matter expert on manpower (active duty, Guard, Reserve, civilian, and contractor personnel ) planning and programming guidance informed by enterprise-wide strategic documents, applying advanced analytical techniques to develop policy guidance for Department-wide manpower requirements.
Identifies emerging issues, trends, and future manpower requirements and determinations; assess workforce mix options and workload sourcing optimization initiatives; develops alternative courses of action; and provides risk-based and return-on-investment recommendations supported by sound analytic reasoning.
Advise senior officials within OUSW ( P&R) and ensures the thoroughness, accuracy, and clarity of all analyses and presentations, interfacing directly with senior officials across OSW, the Military Departments, the Joint Staff, and Executive Branch agencies to gather critical information and negotiate solutions for controversial or complex matters related the Department's ability to rationalize total force manpower requirements and ensure manpower optimization outcomes.
Performs qualitative and quantitative analyses on a wide range of Total Force manpower and requirements issues, ensuring systematic manpower reviews completion within the Planning, Programming, Budgeting, and Execution (PPBE) process considering capabilities, effectiveness, feasibility, risks, and costs of alternative action.
Examines new and expanding missions to validate and prioritize manpower requirements and associated resources, ensuring consistency between program and budget manpower levels, and providing balanced evaluations across Defense-wide programs in the context of emerging technologies and improved business practices, identifying opportunities to reduce manpower requirements and conducts analyses comparing military, civilian, and contractor performance options to optimize efficiency.
