Job Summary

The Human Capital Total Compensation Program provides strategic oversight and administration of compensation, incentives, and related workforce programs that support the recruitment, retention, and engagement of a high-performing workforce. The program ensures that pay and benefits practices are competitive, equitable, compliant with applicable laws and policies, and aligned with organizational mission needs.

Key Responsibilities

This Program Analyst position is located in the Human Capital Division/Policy and Career Programs Branch/Total Compensation office, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Analyzes and evaluates program areas to determine areas in which progress is unsatisfactory and to determine courses of action to remedy deficiencies.

Applies existing policies or practices to identify any inconsistencies and recommends practical solutions. Manages planning, budgeting execution, control, and evaluation activates for a variety of programs in terms of major funding. Uses automated systems and databases to develop supporting narrative and statistical data to justify and defend TSA budget requirements for assigned programs.

Communicates with internal and external managers as well as representatives of other government agencies and private industries to obtain information and provide guidance on critical funding/program issues and make recommendations affecting the major programs. Please note: The major duties are at the full performance level (SV-I band).

Employees who transfer to TSA from an agency that allows employees to maintain an annual leave balance higher than the maximum accumulation for the appointed position will have their leave ceiling set to the maximum accumulation for the appointed position (e.g., United States duty location - 240 hours, foreign duty location - 360 hours, or TSES position - 720 hours). TSA will not make a monetary payment for any leave forfeited under these circumstances.
