Job Summary

The Program Analyst for Facilities and Engineering Service (FES) M&O at the VA Maryland Healthcare System (VAMHCS) is a key staff member assigned to the Office of the Facility Maintenance Supervisor (FMS) of M&O at Perry Point Medical Center. The Program Analyst reports directly to the Administrative Officer.

It is is a non-supervisory position but works directly with all supervisors and managers within FES, as well as key staff members and service chiefs assigned to other service-lines.

Key Responsibilities

Major duties include but are not limited to: Coordinates and monitors all FMS M&O work channels to ensure high quality service is performed and to meet all deadlines, goals and other service-line expectations Supports a wider scope of services both "in-house" M&O and construction to providing re-occurring annual service contracts Provides support to the VAMHCS which includes maintenance and repair activities conducted by the (70) FTE Maintenance and Operations FMS staff; utilities, deliveries; key control, Grounds and Transportation Supports nearly all departments in the VAMHCS including: Safety; and Green Environmental Management and Industrial Hygiene, and the PENTAD (VAMHCS Executive Office) with various high visibility requests and requirements Works directly and collaboratively with all supervisors and managers within Facilities and Engineering service Multi-disciplinary with an Energy Manager, Healthcare Engineer(s), and M&O shops with skilled trades that provide and support a wide scope of services, work order system, PMs, small construction projects and re-occurring annual service contracts Writes or assists in the writing of position descriptions (PD) for positions within the service-line Works with service-line supervisors to ensure: new employees receive appropriate training for their job; routine/refresher training is provided annually and/or as needed to all employees etc.

Assists in the development and maintenance of various employee-engagement systems Ensures annual certifications and licenses of department employees are current, while performing audits Acts as a Fund Control Point (FCP) Official.

Monitors all assigned fund control functions to ensure accuracy of the balances; reconciles purchase card orders within the timeframes specified in applicable directives Oversees credit card purchases and ensures the proper allocation of funds to the responsible Purchase Card Holders, as well as oversees over-threshold equipment/supply procurements Routinely reviews the execution of the salaries budget (wages/salaries, benefits, travel, education, etc.) throughout the year to ensure operations continue as expected and serves as alternate timekeeper Conducts and/or oversees annual inventories for all property owned by the service-line as stated on the Equipment Inventory Lists Submits Reports of Survey and conducts investigations into lost inventory Oversees internal controls such as the inventorying, distribution and storage of keys, pagers and phones Serves as the Key Controller for the Campus or worksite Serves as a super-user for electronic work order and preventative maintenance system (VISTA/Above Par, etc.) Performs a variety of duties related to Quality Assurance / Management and Program Analysis that provide information (data, reports, research, etc.) to management and facilitate management orders to effectively manage all programs that fall under the service Provides advice/guidance to management based on research and interpretation of many sources of information including law, directive, policy, industry guidance/standards, benchmarks, etc.

Makes recommendations to improve service-line procedures and processes and meet appropriate requirements Assists in the development and monitoring of various performance measures and/or action plans required to improve current performance Serves as Automatic Data Processing Application Coordinator (ADPAC) for entire projects section Manages extensive data collection for Perry Point VAMC sites, conduct analytical evaluation and coordination with Healthcare Engineer(s) Oversees gatherings and organizes data from Maintenance and Operations shops, creating reports and assist in the development of ongoing project priority listings Assists the M&O staff Healthcare Engineer(s) and M&O Supervisors with their Contracting Officer's Representative (COR) administrative functions Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level.
