This position is with the Department of Homeland Security (DHS), within U.S. Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM),Mission Support Facilities (MSF) Division.
MSF Division provides the facilities and associated infrastructure, facilities management, and sustainment to support CBP mission support office operations. As stewards of a large national portfolio of GSA-owned and CBP-owned infrastructure, MSF carefully balances resources to ensure the right facilities are planned and delivered at the right time to meet mission requirements.
The Program Manager, serving as a Construction Project Manager, plans, coordinates, and oversees complex real estate development, construction, and facilities projects for CBP. The position manages project scope, budget, schedule, quality, contracts, and stakeholder coordination, while serving as a Contracting Officer's Representative and ensuring projects comply with applicable requirements.
This work supports CBP's mission by delivering and maintaining mission-support facilities that enable personnel and business partners to operate safely, efficiently, and effectively. This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Leads planning, direction, and timely execution of facilities, infrastructure, real estate development, and construction projects supporting customer needs and program requirements. Oversees short- and long-range planning activities, including multi-year improvement plans for assigned facilities programs.
Manages project decisions involving cost, scope, quality, schedules, building systems, and compliance with applicable requirements in coordination with contracting, procurement, legal, architectural, real estate, estimating, and scheduling staff. Serves as a COR II on multiple facilities or infrastructure projects by monitoring contractor performance, identifying problems, and developing solutions.
Provides guidance to officials and business partners on program or procedural changes to address project funding, budget, design, construction, operational issues, or deviations from established plans.
