Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats.
The National Counterintelligence and Security Center (NCSC) is dedicated to leading the U.S. Counterintelligence and Security communities, countering all threats posed by adversarial foreign intelligence affiliated threats and enhancing our national security posture at every level. We will serve as the head of U.S. counterintelligence and integrate the instruments of national power to counter foreign intelligence threats.
NCSC will be the "center of gravity" to support the counterintelligence and security efforts of the entire U.S. interagency, and public sector initiatives to protect our nation from adversarial efforts to exploit the U.S. and victimize the American people.
The Mission Capabilities Directorate (MCD) drives enterprise technical and information sharing solutions, prioritizes and manages requirements in support of whole-of-government counterintelligence and security mission partners.
MCD identifies mission gaps, builds capabilities through full lifecycle program development, drives data analytics and technical innovation, delivers threat RFIs/assessments, coordinates interagency partners, and ensures legal/policy/civil liberties compliance. MCD is seeking an outstanding IT Program Manager (PM) to join a team of mission-focused leaders who identify and develop integrated capabilities on behalf of the Counterintelligence and Security community.
The IT PM for Transparency of Reciprocity Information System (ToRIS) will oversee the development, implementation, and operation of this system, ensuring alignment with NCSC strategic objectives, Trusted Workforce 2.0 priorities, and Intelligence Community-wide personnel security modernization efforts.
This role requires strong IT and program management expertise, outstanding communication and briefing skills, senior-level management capabilities, and the ability to negotiate interagency agreements for data and information sharing. This is a high-visibility leadership role with direct impact on reciprocity, transfer of trust, personnel vetting, workforce mobility, and secure personnel security data sharing across the Intelligence Community.
The IT PM for ToRIS oversees a mission-critical, IC-wide capability supporting Trusted Workforce 2.0 and Security Reform initiatives. This position provides oversight for system budget, scope, and timelines, and leads coordination with IC elements, DCSA, PAC PMO, and other executive branch stakeholders to modernize personnel security data sharing, improve reciprocity, and reduce friction in clearance and transfer-of-trust processes.
This position also ensures ToRIS capabilities are developed and delivered in accordance with applicable legal, privacy, civil liberties, and policy requirements.
Primary Responsibilities: Provide leadership and/or oversight to complex IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure alignment with strategic or corporate objectives; lead the definition and review of customer and stakeholder requirements; ensure plans and schedules are developed and followed throughout the life of the project.
Ensure alignment of ToRIS initiatives with NCSC strategic priorities, Trusted Workforce 2.0 objectives, and IC-wide personnel security modernization goals. Lead interagency collaboration to drive consensus and mission outcomes across the IC, DoD, DCSA, PAC PMO, and executive agency stakeholders.
Guide the strategic evolution of ToRIS capabilities, including personnel security data sharing, reciprocity workflows, IC PERSEC Passport development, personnel vetting questionnaire integration, and related modernization efforts. Manage expectations of senior-level customers and ensure delivery of quality products and services supporting enterprise personnel security operations.
Negotiate interagency agreements for data and information sharing to enhance system integration, reciprocity, and mission effectiveness. Coordinate with legal, privacy, civil liberties, and policy stakeholders to ensure ToRIS capabilities comply with applicable authorities and governance requirements.
Lead resolution of issues affecting cost, schedule, quality, and performance; provide oversight of cost and resource estimates; and support budget planning and future cost estimating strategies. Drive delivery of incremental capabilities that improve reciprocity, transfer of trust, personnel security record sharing, and workforce mobility.
Provide leadership, guidance, and oversight to project implementation and quality assurance by evaluating cost, schedule, and performance, assessing variances, and overseeing corrective actions. Lead project performance reviews and control gates, gather critical information, and make authoritative decisions on required next steps. Oversee the work of team members and monitor activities to ensure counterintelligence and security policies and procedures are followed.

The posted pay range is $169279 – $197200/yr.
This position requires a Sensitive Compartmented Information security clearance.
