Job Summary

This position is the Sexual Assault Response Coordinator (SARC) at Fleet and Family Support Center, Diego Garcia, and serve as the single point of contact to coordinate sexual assault response and as the program manager for sexual assault and sexual harassment victim support services. ***ACCESS TO MEDICAL AND DENTAL CARE IS EXTREMELY LIMITED IN DIEGO GARCIA. Key Responsibilities

Provides overall management and evaluation of sexual assault awareness, prevention, training, and victim advocacy at the installation. Responsible for assigning, monitoring, managing and documenting victim assistance and advocacy activities performed by the SAPR VAs at the tactical level. Complies with all Department of Defense Sexual Assault Advocate Certification Program (D-SAACP) credentialing, core competencies, proficiency, and ethical requirements.

Advises installation leadership on policies and initiatives regarding the prevention of sexual assault and response services to victims. Develops processes, procedures, and communication strategies to assist Installation and Fleet Commanders in their AOR in executing the goals of the SAPR Program. Provides management, oversight, and training on data collection processes. Analyzes data to prioritize and gauge sexual assault response efforts and resource needs.

Co-chairs the Case Management Group and ensures all unrestricted reports of sexual assault are presented monthly and assures that the needs and concerns of the victim are met and shared with the commanding authorities. Interfaces with military and civilian agencies to identify resources and services to promote availability of victim support systems for victims of sexual assault and sexual harassment.

Collects and analyzes data to adapt, implement, and evaluate sexual assault response activities in compliance with policies and guidance. Facilitates the development of installation SAPR public awareness campaigns to include planning of local events. Publicizes and advertises 24/7 response lines and reporting procedures for sexual assaults.

Develops and maintains a current and comprehensive file of Navy and civilian resources for victims of sexual assault and sexual harassment. Collaborates with local community crisis counseling centers to augment or enhance the installation SAPR Program.

Works collaboratively with the Equal Opportunity Program and the Integrated Primary Prevention Office to support and promote prevention activities related to sexual harassment, sexist attitudes, and beliefs contributing to the continuum of harm. Trains commands, SAPR Victim Advocates (VAs), Unit SAPR VAs, and others as requested utilizing standardized curriculum provided by CNIC Headquarters SAPR.

Ensures command SAPR personnel are properly trained to provide briefings to commands that include proper reporting procedures, maintaining victim confidentiality, and available victim support services. Plans, schedules and facilitates sexual harassment response training for all installation personnel, leadership, deploying personnel, and other key functional stakeholders to include annual refresher training.

Documents and maintains current records in the Fleet and Family Support Management Information System (FFSMIS), as required. Tracks the status of the SAPR Program within their AOR to include, issues, trends, areas needing improvement, effectiveness of local case management, and installation climate.

Performs victim advocacy duties and provide a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented to adult victims of sexual assault. Accepts official reports of sexual assault as needed, providing referrals and non-clinical support, and informing victims of their options.

Maintains victim and incident case information, subject demographics and disposition, and training records through the Defense Sexual Assault Incident Database (DSAID) in accordance with regulatory and policy guidance as established by DoD and Navy. Informs Service member victims of sexual harassment of all available SAPR services and conducts warm hand-offs to the Equal Opportunity Office for the filing of formal reports of sexual harassment as appropriate.

Exercises oversight responsibility for UVAs when they are providing victim advocacy services to victims of sexual assault and sexual harassment. Maintains oversight of all aspects of victim advocacy services provided by SAPR VAs and tracks, at a minimum, what subordinate units require SAPR VAs, a roster of those SAPR VAs and, status of their training, and rotation dates. Coaches, facilitates, and participates in the work of the SAPR VA personnel.

Provides information to supervisor on SAPR VA team and individual performance. Resolves simple, informal complaints of employees and refer others to supervisor. Ensures sexual harassment victims' safety concerns are assessed and identified safety issues are reported in accordance with policy.

Ensures victim advocacy services include: the capacity to respond by telephone and in-person 24 hours a day, including response within 60 minutes of the referral and procedures for contacting SAPR VAs. Ensures SAPR personnel receive proper training to fulfill requirements of their positions

Requirements & Education

When education is a basic requirement for the position, or when substituting education for experience, applicants MUST submit a copy of high school transcripts, college transcript, or a list of courses, which includes grades earned, completion dates, and quarter, and/or semester hours earned as part of the application package. Foreign education must include evidence that it is comparable to education received at accredited educational institutions in the United States.

Transcripts from foreign colleges must be evaluated for U.S. equivalency in order to be considered. Applicants are responsible to obtain and submit proof of creditability of education as evaluated by a credentialing agency, which is a private U.S. organization. Credential evaluations are not free and applicants are responsible for the cost of the selected service.

All substitutions of education for experience will be made in accordance with OPM approved qualification standards. To receive consideration for a non-related degree or eligibility based on a combination of education AND experience, a college transcript is required. All transcripts MUST show students name and the name of the awarding university or educational institution, degree type, awarded/conferred date, and the field of study.

Only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
