This position is located at the William S. Middleton Memorial Veterans Hospital (Madison VA), a Level 1 b Complexity VHA Facility, reporting directly to the Chief of Staff. The primary purpose of this position is to provide executive-level leadership, technical and data program oversight, strategic partnership management, education and change management, and direct supervision of the Health Informatics Service.
The Chief Health Informatics Officer (CHIO) executes leadership that is characterized by substantial and continuous responsibility and accountability for programs and initiatives that cross services and disciplines and influence the organizational healthcare mission. Health Informatics (HI) is a multidisciplinary and integrative field that focuses on health information management and information technology (IT) in support of health and health care.
This position provides executive-level leadership, technical and data program oversight, strategic partnership management, education and change management, and direct supervision of the Health Informatics Service. The Supervisory Health System Specialist CHIO is recognized as the facility's foremost authority on health information technology, clinical informatics, and healthcare data strategy.
Leads major clinical informatics initiatives, establishing architecture, data governance, and analytics strategies aligned with VISN and national VA priorities. Uses advanced analytics to turn enterprise data into actionable insights that guide executive decisions, resource allocation, and improvements in access, quality, and efficiency. Oversees development, implementation, and optimization of EHR-related informatics tools throughout modernization phases.
Identifies end-user needs and budget requirements; manages market research, product evaluation, and implementation planning. Approves informatics solution design, prioritization, and implementation sequencing. Directs development of VHA business architecture, analyzing workflows to enhance access, virtual care, and operational efficiency. Advises senior leaders on business architecture decisions with long-term financial and programmatic impact.
Ensures the EHR continuously improves patient care and safety through evaluation, testing, and refinement. Collects and analyzes clinical and operational requirements to improve the EHR and access-management tools. Develops program goals, policies, and procedures to ensure program success.
Exercises delegated authority to approve, prioritize, and redirect informatics and access programs Oversees clinic profile functions and virtual care access, directing strategies to improve access and resource utilization. Coordinates with the Group Practice Manager, Business Office, and clinical leadership to align workflows, resolve access barriers and ensure staff accountability for corrective actions.
Builds strong collaboration between OIT and Health Informatics, ensuring effective SME involvement in tool optimization. Represents the facility in VISN and national informatics workgroups and committees. Develops performance standards, evaluates staff, and addresses performance or conduct issues appropriately. Interviews candidates and recommends appointments, promotions, and awards.
Communicates effectively with stakeholders at all levels to support technology adoption and change management. Provides informatics-related education and training tailored to provider, nursing, and administrative staff.
