Job Summary

This position serves as the Deputy (Assistant Chief), Engineering Service and assumes responsibility for the professional Engineering programs such as Maintenance and Repair, Utility Plant Operations, Energy Management and Conservation Program, Safety, Fire Prevention, Industrial Hygiene, Emergency Preparedness, Green Environmental Management, Capital Planning, and Construction Project Management section at a multi-faceted and affiliated VA Medical Center and Community Based Outpatient Clinics.

Key Responsibilities

The Assistant Chief must be competent in many aspects of managing VHA Healthcare Facility Engineering Programs including Interdisciplinary Engineering Coordination and Integration; Facility Maintenance and Operations Management; Construction Development, Management, and Oversight; Healthcare Facility Engineering Program Administration; Healthcare Regulatory, Safety, and Accreditation Compliance; Strategic Planning; Technical Personnel Supervision; and VA Inter-Administration Stakeholder Collaboration.

Duties Include but are not limited to: Develops and provides the Executive Leadership Team and the clinical staff information on the methods, techniques, and procedures necessary to integrate the Engineering, Maintenance, Biomedical, Capital Management, and other Engineering programs into the mission of the Medical Center.

Oversees the Joint Commission (TJC) Environment of Care Programs for Utility Systems Management, Safety, Life Safety, and Medical Equipment Management for both this Medical Center and all Community Based Outpatient Clinics (CBOCs). Responsible for strengthening and enhancing healthcare facility engineering and operations. Acts in the full authority and capacity of the Chief in his/her absence, and is relied on for authoritative advice on all aspects of engineering matters.

Provides management support and technical expert consultation to the Chief Engineer for all issues relative to the areas listed above. Collaborates with operations and program managers to ensure integrated goals and priorities for Engineering Service are met. Develops Medical Center policies, procedures and resource allocations for assigned programs.

Oversees human resources management matters for the services, including development and implementation of succession and workforce plans. Creates and supports programs to ensure the healthcare system manages and maintains fire safety equipment, systems, and life safety building features. Provides for the budgeting and financial management for Engineering Service, to include budget formulation, justification, and execution; financial management; and financial reporting.

Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Engineering Service. Ensures construction is conducted in accordance with established specifications.

Provide technical advice and input on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource Survey, Deferred Maintenance, management of an engineering department, and a myriad of engineering related topics.

Work Schedule: Monday-Friday, 0800-1630 Pay: Competitive salary and regular salary increases Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
