Job Summary

This position serves as a Program Analyst within a division of the Quality and Performance Directorate of Integrated External Networks under the Office of Integrated Veteran Care (IVC) Program Office. As a Program Analyst in an IVC, IEN, Quality and Performance division, the incumbent conducts transformational quality reviews, monitors effectiveness, and efficiency.

Key Responsibilities

Major Duties include but are not limited to: Leads performance specific improvement efforts such as studies based on data analysis and advanced analytics to optimize quality, safety, effectiveness, and efficiency in health care systems. Applies knowledge of a wide range of industrial and continuous process and quality improvement computer applications to project management, statistical analysis, process analysis, design of experiments, and discrete event computer simulation.

Develops and maintains collaborative relationships to monitor and report on workload mechanisms (including internal and external) to support and foster systems redesign and program growth. Actively participates in departmental efforts to create a culture of quality, effectiveness, and efficiency by leading staff members involved in studies that are focused on identifying optimal staffing based on workload data.

Prepares, organizes, and completes comprehensive summaries of evidentiary data to support audit conclusions relevant to audit objectives. objectives and goals and has the necessary resources to make these accomplishments. Oversees the planning of analytical studies of division functions in support of improvements in organizational structure and staffing level efficiency.

Work Schedule: Monday - Friday 8:00 am - 4:30 pm (flexible) Compressed/Flexible: Available Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework. Virtual: This position may be authorized for Virtual Work.

Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption.

Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
