Job Summary

The Battle Creek VA Medical Center is currently recruiting for a Supervisory Management & Program Analyst within Veterans Transportation Service.

Key Responsibilities

Duties: Supervises fourteen employees including the department representative for the implementation of the Electronic Health Record Modernization. The incumbent will assure reasonable equity of performance standards and rating techniques between organizational units and assure equity in assessment of contractor work. Make decisions on work problems presented by subordinates and evaluate work performance of subordinates.

Hear and resolve grievances or serious employee complaints, review and approve disciplinary actions involving non-supervisory employees, make decisions on non-routine, costly, or training needs, and requests, and recommend awards and bonuses for non-supervisory employees. Responds to the needs of the employee and the demands of the face-to-face work environment by considering multiple work arrangements including alternate work schedules.

Reporting Beneficiary Travel (BT) expenditures and projections and is expected to work on other related projects whenever appropriate. Analysis of financial data and preparation of reports for management with recommendations and explanations of trends and outliers. Provide feedback from audits to Fiscal Service, Chief of Staff Office, Medical Center Director Office, Health Administration Service, and other VA Services.

Supervises arrangement of travel for the Medical Centers BT eligible enrollees through mileage reimbursement and contracted travel modes. Monitors actual and projected expenditures and workload against the budget plan. Develops budget estimates to be used in proposals for new programs and planning efforts as requested by Medical Center management.

researches and resolves complex issues within the budget spreadsheets including but not limited to vendor issues, payment history, and rejects. Prepares reports for cab, VA drivers, ambulance, RideShare, and wheelchair services to determine annual, local mobility usage.

Process appeals related to Beneficiary Travel denials and composes Statements of the Case following determination that development is complete; explaining the issues, the applicable laws and regulations, a summary of all pertinent evidence, the decision rendered, and the reason(s) for the decision. Performs other duties as assigned. Preferred Experience: Supervising BT staff. Knowledge of VA Systems, Regulations, & VHA Directives.

Experience developing SOPs Work Schedule: Monday - Friday 8:00AM - 4:30PM. Hours may be rotated or extended based on the needs of the Medical Center and our Veterans.
