Job Summary

This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A). The primary purpose of this position is to serve as the liaison between the I&A components and the DHS Office of Procurement Operations (OPO) and the DHS Office of Selective Acquisitions (OSA) for developing, coordinating, facilitating, tracking and managing contract requirements. Non-BU: This is a non-bargaining unit position.

Key Responsibilities

As a Supervisory Program Analyst (Acquisitions Team Lead), GS-0343-14, your typical work assignments may include: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.

Develops, modifies, and/or interprets performance standards. Lead the team that supports the Divisional Point of Contact (POC)/Contracting Office Representative (CORs) with the coordination and Facilitation of all aspects of procurement requirements management and contract management with the OPO and OSA. Responsible for meeting with CORs to discuss and address contracting and performance issues.

Plans, organizes, and directs the Acquisitions related activities of the work unit, ensuring that all functional work areas comply with legal and regulatory requirements and meets customer needs. Develop goals and objectives integrating organization and Acquisitions and Contract Management objectives. Supports I&A and Divisional POC/COR with acquisitions planning, execution, contract monitoring and coordination.

Serves as the subject-matter expert & personal advisor to I&A with accurate interpretation of the Federal Acquisition Regulations (FAR) policies and principles. Works directly with subject matter experts in Office of Procurement Operations (OPO) and the Office of Selective Acquisitions (OSA) preparing & documenting activities for major milestones. Maintains a continuous liaison with I&A and DHS organizations and subordinate offices/organizations.
