This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). It is established to analyze and advise management on policy-related matters, the effectiveness of program operations, and/or the productivity and efficiency of program operations. This position is outside the bargaining unit.
For Series 0343 - GS-14: Provides leadership for program partnerships, policy development, performance management, business engagement, programmatic direction, and support in establishing and implementing strategic focus, office-wide priorities, transformational organizational development, performing other work related to apprentices and infrastructure to ensure successful achievement of goals and performance outcomes for the Office of Apprenticeship.
Provides leadership in formulating methods for getting results through cooperative efforts. Supervises a group of employees engaged in the program analysis function. In addition to planning regular work assignments, prepares plans to meet substantial changes in workload; justifies revisions in staffing levels, work priorities, and deadlines.
Strategically manages resources to ensure high performance, quality service, and customer satisfaction in order to enhance the National Apprenticeship System. Develops plans to convert strategic goals into actions. Provides authoritative advice and consultation to ETA and OA officials and customers.
Utilizes mastery in applying a wide range of qualitative and quantitative techniques and methods for assessing and improving program operations in order to recommend new approaches and alternatives to address current and/or anticipated problems. Studies newly proposed legislation and regulations to determine their impact on the program.
In the absence of the Division Chief, coordinates office activities with other Federal agencies, including USDOLs OFCCP, OPA, SOL, OCIA, and CRC; the U.S. EEOC; other state and local enforcement agencies, and other Federal agencies, as appropriate. Works with other National Office supervisors and Regional and State Directors to incorporate customer and stakeholder input into goal setting and operational outcomes.
