The United States Department of Labor (DOL), Employment and Training Administration, San Francisco Regional Office is recruiting for Unemployment Insurance Program Specialist at the GS-13 level. This position is inside the bargaining unit.
Duties for this position include: Manages a grant portfolio within assigned program area(s) of high complexity, scope, and impact, and conducts the day-to-day grant management for the grants within his/her grant portfolio. Performs analyses of grant-related data, policy and program issues, and applies problem-solving techniques to address issues.
Serves in a senior capacity in the development of policy guidance and technical assistance resources for Employment & Training Administration (ETA) grantees and workforce system stakeholders. Acts as a principal point of contact (liaison) between the Government and ETA grantees. Leads and provides technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant by applying problem solving techniques to address deficiencies.
Reviews the administration and operation of Federal and State unemployment insurance programs and systems, with a primary focus on agency internal operations including the planning and development of automated benefit and tax systems.
Leads and conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews (EDMRs) of grantees to: evaluate the grantee's progress towards meeting the goals specified in the grant agreement with Department of Labor (DOL) ETA; assess the quality of the program and services; ensure that grant activities are being conducted in compliance with the grant agreement and applicable Federal regulations.
Ensures that grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements. Serves as an agency expert on unemployment insurance programs pertaining to a full range of issues, including highly complex and unusual issues, and is recognized as a subject matter expert in the field.
Provides authoritative advice and consultation to ETA officials and customers on highly complex unemployment insurance issues and concerns. Serves as a Regional Program Lead for one or more unemployment insurance programs or functions. Provides leadership to individual unemployment insurance specialists and/or teams or groups of specialists. Develops and delivers training and on-the-job training for Federal staff.
Prepares and delivers presentations to various internal and external audiences (e.g., internal: ETA leadership and colleagues; external: grantee community and other workforce system stakeholders) on unemployment insurance programs. Prepares and conducts briefings for ETA officials and other stakeholders on unemployment insurance guidance and policy. Reviews draft policy guidance for impact on the organization and the program.
