The VA Greater Los Angeles Healthcare System is recruiting for an Administrative Officer to serve under its Nursing, Critical Care Department. The purpose of the Administrative Officer is to perform all administrative functions to include HR management, budget and finance, management and program analysis, committee support, office support services, document control, logistics and other tasks as assigned.
Duties included but are not limited to the following: Responsible for overseeing processes related to the recruitment, orientation, and retention of clinical and non-clinical staff to meet effective staffing levels for the service. Reconciles performance management issues or recognition regarding service personnel; Service staff consists of Title 38 providers, and Hybrid Title 38 and Title 5 clinical, technical, and clerical personnel.
Coordinates the implementation of internal policies and programs with HRMS, relating to equal employment, merit promotion, position management and employee relations and ensures support for these programs for program managers, supervisors, and team leaders. Assists service supervisors in developing clear performance standards for employees, based upon accurate position descriptions, functional statements and/or scopes of practice, as applicable to the position.
Provides analysis and interprets clinical performance measures pertaining to the wide array of clinical activities throughout the service, including the outpatient clinics, inpatient care, procedures, compliance, quality management, and staff performance, budget, as well as other information requested from leadership (VA Central Office, Office of the Inspector General, VISN Director's Office, Chief of Staff).
Serves as an expert for matters related to data capture and the use of spreadsheets and graphical software to help organize, analyze, and apply these data for managerial and clinical decision-making purposes. Establishes Personnel/ EquipmenUSpace policy for the Patient Care Services - Nursing Services' Office. Serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained.
Responsible for personnel administration including knowledge of personnel operations including position classification, grievance procedures, performance standards, and disciplinary actions. Provides Personal Identity Verification (PIV) Sponsor, Talent Management System Coordinator (TMS), ADPAC, and other on-boarding and logical/network access support.
Leads and advises Chief Nurse and supervisors in administering programs concerning, merit promotion, labor management relations, position management. Manages human resources and staffing plan for the respective service line. Liaison between the service line and Human Resource Recruitment Specialist.
