Key Responsibilities

A GS-0346-13, DEPUTY LOGISTICS MANAGEMENT OFFICER: The DCSLOG/G4 manages a large wage grade work force located in maintenance shops throughout the state.

Plans for adequate supply & maintenance facilities & coordinates with the Facilities Manager concerning maintenance & refurbishment of the facilities Coordinates & directs the State's logistical support mission & administers the Command Supply Discipline Program, including but are not limited to supply, services, property accountability, inventory management, equipment management (equipment authorization, acquisition, utilization, maintenance, replacement & disposition) & transportation which includes Defense Movement Coordination mission; TC AIMS, MOBCON & related movement actions Formulates directives & issues guidance to ensure compliance within the JFHQ Establishes & adjusts long range & short range plans for the development & improvement of logistics programs, ensuring that plans meet mission requirements & incorporate latest technological advances Evaluates programs effectiveness through review of reports, personal observation, inspections, & other means & takes corrective action when appropriate.

Sets priorities & deadlines for special projects & coordinates plans with other States/Territories (where applicable) as well as with subordinate supervisors Oversees & monitors planning & implementation of comprehensive logistics programs for sustainment of highly complex, fielded, or planned fielding of new systems, integrating separate functions into logistics activities needed to sustain fielding.

Coordinates fielding schedules in order to identify logistics requirements Coordinates total package fielding within the JFHQ with Program Managers, the USPFO, with major commodity commands such as Tank Armament & Automotive Command, Department of the Army Program Managers & other representatives as appropriate, including, but is not limited to, major weapon systems such as the M1 tank & the Bradley Fighting Vehicle Develops State regulatory policy & procedural guidance to assist in the establishment of logistics support throughout the State Participates in negotiation in complex logistics support issues with JFHQ leadership, USPFO, private firms, & contracting personnel as applicable.

Identifies personnel & equipment requirements for new equipment training; schedules events to assure personnel & equipment are available for training Acts as a focal point for logistics within the State in supporting materiel requirements & interfaces with Program Managers, their representatives & those of Major Subordinate Commands of the Army Materiel Command Oversees the development of logistical support plans for deployment & redeployment of assigned units Identifies key issues & problems in the development of readiness/mobilization plans & initiates & monitors implementation of significant corrective actions Conducts & supports emergency operations relating to logistics functions Manages long range planning in structuring & scheduling future readiness/mobilization logistics programs that are consistent with the needs of the state Coordinates logistics support with IDT/AT mobilization, & CONUS/OCONUS training exercises Provides advice to the JFHQ staff, commanders, & higher agencies regarding mobilization, contingency, & emergency planning issues & concepts Administers a maintenance program that involves a variety of facilities with varying levels & complexity of support capability to include, Maneuver & Training Equipment Sites, Combined Support Maintenance Shops, Unit Training Equipment Sites & Field Maintenance Shops Maintains oversight of the development & execution of the Maintenance Strategy Action Plan Supervises directorate through subordinate supervisors Analyzes work requirements & determines staff, equipment & other resources needed to accomplish the work & makes adjustments when appropriate Makes changes in work methods, organization of work or assignment of functions to subordinate units or positions to improve work flow & services rendered, increase productivity, reduce costs, or promote job satisfaction Resolves problems that could not be resolved by subordinate supervisors Prepares performance appraisals of subordinate supervisors, reviews & approves/disapproves evaluations prepared by them for their subordinates Exercises personnel management authority to take final action with regards to hiring, promoting, rewarding, disciplining, & training subordinate supervisors & approving personnel management recommendations of supervisors Serves as Career Manager for Quartermaster, Maintenance & Transportation career programs Conducts periodic position structure review & examines the organization & each position to identify tasks at lower skill levels.

Recommends reorganization of spaces & functions as necessary Takes positive actions to promote equal employment opportunity & labor management relations Other duties as assigned
