Job Summary

The Department of Energy's (DOE) Office of the General Counsel is looking for a dynamic, innovative, seasoned executive to serve as the Director of the Office of Standard Contract Management.

Key Responsibilities

As the Director of the Office of Standard Contract Management, you will: Provide leadership in the strategic planning, policy development and direction for the Office of Standard Contract Management and ensure senior-level coordination with the other Departmental staff offices. Plan and direct overall work operations, set goals, priorities, and objectives and establish operating policies. Develop and establish long- and short-range plans, goals, and projects.

Recommend program changes and policies to accomplish the work operations more effectively and comply with the intent and deadlines established in governing regulations and laws. Develop projections for spent fuel discharges and storage requirements. Serve as the Contracting Officer for all standard contracts with utilities.

Coordinate all issues related to the Standard Contract; including coordinate all utility settlement negotiations, review of cost claims from utilities, and meet with Department of Justice and utility lawyers on terms of the agreements. Manage all Nuclear Waste Fund activities including the investment portfolio, fee adequacy analysis, total system life cycle cost estimating, fee verification and fee projections.

Oversee the waste acceptance planning and documentation process, including the development and update of the waste acceptance planning documents, waste verification planning process and the waste acceptance criteria.
