This position is located in the Materials Management Section, Business Operations Division, National Library Service for the Blind and Print Disabled (NLS) in the Library Collections and Services Group at the Library of Congress (LC). The distribution facilities specialist works under the supervision of the Logistics and Facilities Management Section Head in overseeing and coordinating agency-wide logistics and facility management programs, projects and activities.
This includes onsite and offsite logistics and facility operations for both government-leased and -contracted operations. The specialist is responsible for overseeing the national inventory of supply and parts materials, storage, retrieval and handling of inventory for acquisition to delivery to network libraries and supporting specialized digital playback machine repair parts used in NLS programs.
The specialist coordinates the day-to-day activities of onsite operations at two Multi-state Centers (MSCs) for managing the national book exchange and redistribution program, and managing all NLS activities related to disposal of analog and digital books and equipment according to the authority procedures. The position supports over 300,000 patrons, served by over 90 regional libraries in all 50 states, U.S.
Territories and American citizens living overseas, and supply shipment to over 70 digital playback equipment repair groups. The specialist serves as the NLS expert in inventory management matters, and as such the incumbent must be able to work with a high degree of independence, receiving assignments and work guidelines in terms of general policy and broad program objectives, exercising initiative and judgment in planning and supporting the work of the section.
The specialist will travel to government owned and leased facilities to perform inventory and quality assurance inspections. As the Distribution Facilities Specialist, you will: Manage and exercise overall program responsibility for a supply management program for a major agency organization supporting hundreds of delivery locations supporting program patrons.
Oversee and account for all property, and plans and directs supply and equipment management activities, and assist in developing, implementing and maintaining a formal program for direction, surveillance, and assessment of property systems for government-owned contractor-held property. Set priorities based on extensive knowledge of agency programs, policies, and procedures, and redirects program efforts to meet changing deadlines and goals.
Conduct annual surveys to determine the level of service as perceived by the users, and the network libraries. Control, appraise, and evaluate the national network of inventoried supply material housed at four geographically decentralized warehouse locations across the nation, including electro-mechanical parts for the NLS playback equipment to assure accuracy, inventory control, and accountability of all items.
Manage all NLS activities related to the disposal of federally owned analog and digital books and equipment according to authorized procedures. Review and conduct complex analyses, evaluations, or investigations of agency wide logistics operations, systems, and processes, including areas where definitions, methods, and/or data are incomplete, controversial, or uncertain, or where boundaries of the studies are extremely broad and difficult to determine in advance.
Serve as the Contracting Officer Representative (COR), responsible for monitoring procurement actions to support major projects. Conduct facility management duties to ensure that both contract and federally owned facilities are maintained in accordance with contract and federal guidelines. Perform other duties as assigned.
