Job Summary

The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables the U.S. Department of Labor to perform its mission. OASAM provides leadership and support for information technology, human resources management, procurement, business operations, safety and health, space management, civil rights, emergency management, security, budget, and performance.

Key Responsibilities

This position is located in the Division of Executive Resources (DER), within the Office of Human Resources (OHR), OASAM. The Division is responsible for developing policies and providing human resource services and operational support for the members of the Senior Executive Service (SES) and non-career staff.

Major duties include but are not limited to the following: Plan, design, develop, deliver, evaluate, and update technical training programs and curricula for Department-wide executive development across all Department of Labor (DOL) agencies to ensure enterprise learning quality, relevance, and mission alignment.

Develop Department-wide policy, procedural guidance, SOPs, and instructions for executive resources and executive development programs to standardize practices and ensure compliance across the enterprise. Conduct complex analyses and special studies (quantitative/qualitative) on DOL training effectiveness, and program trends to diagnose issues and produce evidence-based recommendations for senior leadership.

Lead SME workgroups and serve as the authoritative subject matter expert to create, evaluate, and revise enterprise training content and tools to maintain technical accuracy, consistency, and alignment with DOL policy. Advise senior leadership and serve as principal liaison across DOL and program offices to identify operational needs, strengthen performance, and guide executive development priorities and resource approaches.

At the GS-13 level, the incumbent performs similar duties; however, responsibilities are less complex and work is performed with greater guidance from the supervisor or other specialists.

There is no substitute of education for specialized experience to qualify for this position.
