This position is in the Washington Headquarters Services (WHS), Human Resources Directorate (HRD), Benefits and Worklife Division (BWD). HRD provides HR support to high-visibility customers, supporting the office of the Secretary of War (OSW) and DoW field activities.
BWD delivers advisory and transactional services for employee benefits, retirements, and injury compensation, while managing the Employee Assistance Program, Telework and Wellness Programs, and Voluntary Giving Campaigns.
Incumbent typical work assignments may include the following: Develops and implements agency-wide guidance, methods, and procedures for various employee benefit and services programs. Performs assignments based on the analysis of operational effects of changes in laws or regulations governing employee benefits, drawing conclusions and proposing appropriate courses of action.
Provides technical advice and guidance to employees, supervisors, and management on a range of employee benefits, services, and work-life programs, including representing management in third-party hearings. Applies fact-finding, analytical, and problem-solving techniques to address and resolve a variety of conventional issues and problems related to employee benefits.
Establishes and maintains effective relationships with employees and management to gain cooperation on difficult issues, and prepares and presents findings and guidance on sensitive actions.
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study.
Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
