Job Summary

Key Responsibilities

The Program Analyst (Health Informatics) is located at the Roseburg VA Medical Center in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA). The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.

Major duties include, but may not be limited to the following: Responsible for determining the need and scope of data collection and analysis, leading teams in process improvement activities and projects, and creating reportable metrics to boost quality, productivity, efficiency, and the documentation of care provided.

Required to use expert knowledge of facility-level data to design and conduct comprehensive management studies, with extremely broad study boundaries that are difficult to determine in advance. S/he will work autonomously to determine the length of the project as well as the breadth of scope and is responsible for identifying and proposing solutions to management problems, as characterized by their breadth, importance, and severity.

Decides on necessary areas of research and/or analysis required to fulfill projects or activities for the Executive Leadership Team related to Labor Mapping, construction of work Relative Value Units (wRVUs), Efficiency, Measurement of Outcomes, documentation of clinical services rendered (to include Open Encounters), and other factors that influence facility reimbursement as part of the VERA methodology.

Uses data sources, including the VHA Support Service Center (VSSC), the Office of Productivity Efficiency and Staffing (OPES), Pyramid Business Intelligence, Oracle Health (Cerner), and the VHA Corporate Warehouse, as needed to gather data, identify pertinent issues, and collect relevant information.

Expert in the use of organizational analytic tools such as the Strategic Analytics for Improvement and Learning (SAIL), Specialty Productivity - Access and Report Quadrant (SPARQ), Ambulatory Care Sensitive Conditions (ACSC), Efficiency Opportunity Grid (EOG), and the Veteran Equitable Resource Allocation (VERA) methodology.
