Job Summary

The Veterans Benefits Administration has a wide network of field locations where personnel provide Veterans, their dependents, and survivors with information, advice and assistance regarding the availability and procurement of benefits under laws and regulations administered by the Department of Veterans Affairs (VA) and other agencies.

Key Responsibilities

As Supervisory Records and Information Management Specialist (SRIMS) of the Centralized Support Division (CSD) the incumbent coordinates the work of the division by directing, controlling and arranging the activities of the assigned sections, PIES and Centralized PA/FOIA. Typically, the division is comprised of 400 or more administrative, technical and clerical staff members ranging in grades from GS-5 through GS-13.

The division has two distinct nonrelated functions: PIES and Centralized PA/FOIA. The incumbent participates fully in the efficient and economical operation of CSD and is responsible for all activities associated with Freedom of Information Act (FOIA) requests, Privacy Act (PA) requests, PIES request to include telephone inquiries, emails, written correspondence, and automated VAF 70-3101-4s. As (SRIMS), the incumbent may serve as Chief in all duties assigned.

The incumbent is also responsible for preparing and controlling CSD workload, statistical reports for CSD, and effectively utilizing human resources. The incumbent performs a variety of complex tasks associated with the review and analysis of mail and records received from the VA Regional Offices, VA Medical Centers, National Cemetery Administration, FBI, Claimants, Veteran Service Organizations, Federal and State Offices, and other high level government officials nationwide.

The incumbent must have a good working knowledge of 38 USC and the Veterans Benefits Administration programs cited therein. Typical duties include but are not limited to case review and development that result in independent recommendations for further CSD case management or valid referrals to the Customer Service Unit with justified recommendations to contact the appropriate customers for further development.

The Supervisory Records and Information Management Specialist (SRIMS) assumes final responsibility for proper interpretation and uniform application of laws, regulations, and instructions in conformance with mandatory procedures and practices, reconciling divergent opinions. The (SRIMS) is responsible for claims file and eFolder maintenance and operations including transfer of claims to the proper scanning vendor in a timely manner.

Responsibility also includes management of operations and oversight of data input. The Supervisory Records and Information Management Specialist (SRIMS) serves as a member of the Director's staff and keeps the Director updated on critical matters. As requested, He/She may represent the Director at meetings conferences and conventions within and outside the Regional Office. When designated, assumes the Director's role in his/her absence.

Ensuring staff responds timely to Congressional, White House and other special inquiries concerning VA benefits for Veterans and other claimants is another responsibility of the (SRIMS). He/She ensures outreach efforts toward specific groups such as; elderly, homeless, ex­POW's, women Veterans, Native American Veterans, etc.

The Supervisory Records and Information Management Specialist (SRIMS) ensures performance plans for all division employees are properly created and utilized. He/She gives advice, counsel, or instruction to individual employees on both work and administrative matters. In addition, the (SRIMS) hears and resolves complaints from employees. The incumbent is responsible for ensuring disciplinary actions are properly taken and employees are properly rewarded.

Interviews and selecting candidates for appointment, promotion or reassignment are responsibilities of the (SRIMS). He/She has an understanding of and sensitivity to the objectives of the EEO program and promotes workforce diversity through recruitment, coaching, and developmental activities, consistent with the merit system principles. The (SRIMS) is also responsible for maintaining effective communication and working relationships with labor representatives.

He/She is responsible for the development of subordinate supervisors regarding administrative, managerial, and leadership skills. Work Schedule: Full time, Monday through Friday 8:00 am to 4:30 pm Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval.
