The incumbent serves as the primary advisor to the Assistant Director for Compensation Service Quality Assurance on quality review operations, data-driven analysis, workload management, and continuous quality improvement across the national compensation claims-processing enterprise.
The incumbent leads quality operations teams and provides expert guidance on compensation claims adjudication, appeals, Higher-Level Reviews applicable statutes and regulations and quality assurance methodology.
Specific duties include: Exercises supervisory and managerial authority over assigned Quality Assurance Staffs; plans, assigns, directs, reviews, and evaluates work; establishes priorities and schedules; and aligns resources with workload demands and organizational goals.
Serves as a subject matter expert in compensation claims adjudication and the full appeals process, including Board of Veterans' Appeals and Higher-Level Review procedures; maintains expert knowledge of applicable statutes, regulations, VA policy, organizational procedures, and relevant court decisions.
Oversees systematic, objective quality reviews of compensation claims and appeals/HLRs to assess accuracy, consistency, timeliness, and compliance at national levels through the Quality Management System.
Analyzes complex claims-processing and quality-review data to identify trends, systemic errors, root causes, resource gaps, and opportunities for quality enhancement; applies quality-assurance frameworks, statistical methods, and analytical techniques to evaluate program effectiveness.
Develops, recommends, and supports implementation of data-driven quality enhancement proposals, including changes to policy, procedures, training curricula, quality-review methods, and operational workflows. Represents the Assistant Director and Compensation Service leadership in forums, workgroups, and interagency meetings.
Delivers technical briefings and recommendations to senior VA officials and collaborates with VBA, VHA, VA Office of General Counsel, Veterans Service Organizations, and other stakeholders.
