Job Summary

This position is located in the Department of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) that focuses on the establishment and transition of human capital services for VACO staff offices from the Veterans Health, Veterans Benefits, and National Cemetery Administrations. This is a Detail Not to Exceed One Year, however, the detail may be made permanent without additional competition.

Key Responsibilities

This is a Detail Not to Exceed One Year, however, the detail may be made permanent without additional competition. This position is part of the initial stand-up/transition team for HRSC, therefore duties and responsibilities may vary depending upon the need and additional resources available.

Duties for the transition team include but are not limited to, establishing an organizational structure, staffing determinations, hiring, training and development, establishing processes and SOPs, educating hiring managers, assisting in the training and development of Staff Office HR staff, systems access, development of Memorandums of Understanding and Service Level Agreements and monitoring the overall progress/effectiveness of the transition.

Major Duties Include: Developing and implementing policies, providing advice to management and overseeing administrative management issues for the HRSC. Apply standard management practices, theories, concepts, techniques and methods to specifically assigned aspects of the work. Conduct a variety of operational and administrative functions such as consulting, planning, liaison, and problem solving.

Provides the customer with consistent information according to established policies and procedures. Note: This is a non-promotion detail. Selectee will remain at their current grade, step, and pay for the duration of the assignment. GS-9 applicants will not be promoted under this opportunity. Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m. Compressed/Flexible: May be authorized Telework: May be authorized in accordance with agency policy.

Virtual: This is not a virtual position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA owned or leased space. Return to Office (RTO): RTO mandates are in affect and selectees will be required to report to in person work unless they have an approved exemption already in place. Position Description/PD#: PD09049-0 Relocation/Recruitment Incentives: Not Authorized. Financial Disclosure Report: Not required.

Permanent Change of Station (PCS): Not Authorized.
