Key Responsibilities

This position is in the Export-Import Bank of the United States (EXIM), Office of the Chairman, Office of the Chief Operating Officer, Office of Security Services (OSS). The incumbent serves as an Emergency Management Specialist and expert on all matters pertaining to continuity of operations program (COOP), continuity of government (COG), pandemic preparedness, and emergency response programs.

The incumbent serves as an expert and independently develops policy, plans, and programs to ensure the agency's preparedness, response, recovery, and mitigation capabilities for EXIM's and OSS' comprehensive emergency management plan. Duties include, but are not limited to: Partners with senior OSS officials to develop policy, manage programs, assess risk, and oversee training, exercises, and continuity readiness.

Develops, maintains, and continuously improves the agency's COOP plan to ensure compliance with FEMA Continuity Guidance Circulars (CGC) 1 and 2, FEMA Continuity Directives (FCD) 1 and 2, Homeland Security Presidential Directive (PPD-40, and NSPM-21.

Develops, tracks, and implements corrective action plans (CAPs) to remediate findings and close improvement items identified through after-action reports (AARs), improvement plans (IPs), exercises, real-world activations, and program assessments.

Serves as a qualified Incident Command System (ICS) practitioner and may perform duties in Command or General Staff positions, including Operations Section Chief, Planning Section Chief, or other assigned roles during agency activations.

Coordinates and synchronizes emergency management operations with federal, state, local, tribal, and territorial partners, DHS/FEMA, the National Operations Center (NOC), and interagency bodies, including the Interagency Business Continuity Working Group (IBCWG). Supports development, maintenance, and implementation of the agency's Emergency Action Plan (EAP), including personnel accountability procedures, shelter-in-place protocols, and building evacuation procedures.

Develops program objectives, milestones, performance metrics, and evaluation frameworks in alignment with the National Preparedness System and FEMA's Preparedness Cycle. Prepares comprehensive written products including reports, program assessments, status briefings, issue papers, decision memoranda, and executive-level presentations for senior agency leadership and external stakeholders.
