Job Summary

The Regional Watch Center maintains uninterrupted, 24-hour, 365-day situational awareness of FEMA response capabilities, readiness postures, and all event or incidents--natural or man-made-that may require a coordinated federal response. The Watch Operation is comprised of a team working on a 24/7 rotating shift schedule including nights, weekends and holidays.

Key Responsibilities

What will I do in this position if hired? In this position, you will perform emergency management work in a watch operations center environment, including managing, and coordinating with other entities the response to intentional and/or unintentional crises, disasters, other humanitarian emergencies, hazards, or natural and man-made /technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents.

Typical assignments include: Serving as a Watch Analyst in Region 9 Oakland Watch Center, maintaining 24/7 national situational awareness of incidents, disasters, readiness postures, response capabilities, and events that may require a coordinated federal response. Collecting, analyzing, and synthesizing information from multiple sources to support FEMA all-hazards reporting, daily briefings, situation reports, presentations, and senior leadership decision-making.

Conducting special studies and operational analyses to assess disaster impacts, available response resources, hazards, information gaps, and emerging issues affecting federal response and recovery operations. Using mapping, data, and analytical tools such as GIS, HURREVAC, HAZUS, Excel, Access, PowerPoint, and related systems to develop reports, maps, graphics, and other products supporting operational and risk assessments.

Coordinating with FEMA headquarters and regional staff, other federal agencies, state and local officials, technical experts, and emergency management partners to gather information, identify issues, and support recommended courses of action for incident response. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description.

Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
